Saving, Solidarity and Self-help

Abstract:

Credit is a controversial development intervention in Cambodia in the last decade. All agree that credit plays an important role in improving the livelihood of some people. For others, however, especially among the poor, it can initiate a downward spiral into destitution. As a learning organisation, Padek has kept abreast of the debate concerning credit. Since early 1990's, Padek has experimented with a number of different credit models. An external evaluation in 1999 convinced all stakeholders (community members, local authorities and Padek) that the self-help group model is better suited for the poor in post-peace agreement situation of Cambodia. Also it is more replicable and more viable alternative to other formal and informal high cost credit.
