Stakeholders Meeting on Formulation of Program 5 on A & W Research, Education and Extension

The Strategy on Agriculture and Water (SAW) was jointly developed by Ministry of Agriculture, Forestry and Fisheries (MAFF) and Ministry of Water Resources and Meteorology (MOWRAM), with financial support and assistance from External Donor Partners (EDPs). The aim of SAW is to ensure favorable policies and enabling environment, effective, sustainable and aligned rural institutions, greater human and financial resources mobilization and coordination, and empowerment of farmers and rural communities. The strategy has identified five major programs to be undertaken in order to achieve its goal:


  • Institutional capacity building and management support program for agriculture and water;
  • Food security support program;
  • Agricultural and agribusiness (value chain) support program;
  • Water resources, irrigation and land management program; and
  • Agriculture and water resources research, education and extension program.

Program 5 on A & W Research, Education and Extension, one of the three programmes supported by FAO, has been prepared under the patronage of the program Task Management Support Group (TMSG) by a team of four national consultants and two FAO consultants and 10 members of Program Design Team from MAFF & MOWRAM.

The first draft programme report has been developed. The purpose of the present report is to identify the desired outputs towards achieving the Program 5 goal of “a comprehensive and coordinated capacity to assemble and utilize agricultural and water-related knowledge, information and technology transfer”.

The report provides elements and priority areas for further elaboration, identification and design of agricultural investment projects by the Government and its external development partners and stakeholders in support of establishment of an effective, coordinated and sustainable agricultural and water innovation system in Cambodia. It also brings out that the synergy of research, education and extension (REE) has been and will always be the engine of accelerated and inclusive agrarian development and highlights the critical role and pervasiveness of REE in and its linkages with the four SAW programs.

A Stakeholder Meeting will be organized by the Secretariat of TWG-AW. The purpose of the meeting is to bring together all key stakeholders from different line ministries and development partners to discuss on this particular report for their comments. The Meeting will take place on Wednesday, 06 May 2009 at Conference Room of the Ministry of Agriculture, Forestry and Fisheries (MAFF).
