The Declaration of the "High Level Conference on World Food Security: The Challenges of Climate Change and Bioenergy" was published after the summit attended by heads of state and Governments, Ministers and representatives of 180 countries from 3- 5th of June in Rom. The participants confirmed their commitment to reducing by half the number of undernourished people by no later than 2015 and expressed the need for the international community to take urgent and coordinated action to combat the negative impacts of soaring food prices on vulnerable countries and populations.
Food security needs to be embraced as a matter of permanent national policy and actions by national Governments and the support of the international community is required in the short, medium and long term to meet global and household food security.
As immediate and short term measures, the conference agreed to provide resources to expand food assistance and safety net programs, to enhance cooperation and create synergies with regard to emergency food security arrangements and to foresee balance of payments/budget support to food importing, low income countries. Access (particularly for small-scale producers) to seed, fertilizers and other inputs, the development of food stock capacities as well as improving the trading capacities of developing countries were led out as a second line of action.
As medium and long term measures the establishment of people centered policy frameworks and increased investment in agriculture and food including science and technology as well as liberalization of trade by reducing trade barriers and market distorting policies were pointed out.
