Job Announcement "IPC National Consultant"

The Royal Government of Cambodia (RGC) has received a grant from Global Agriculture and Food Security Program (GAFSP) through the Asian Development Bank (ADB) toward the cost of Emergency Food Assistance Project-Additional Financing (EFAP-AF). The Project is executed by the Ministry of Economy and Finance (MEF) through the Central Project Management Unit (CPMU). The intended impact of the Project is reduced vulnerability of food-insecure households in 10 target provinces. Its expected outputs are (i) increased availability to and awareness of nutritious food and hygiene among the food-insecure households, (ii) increased access to improved agricultural inputs and technologies among food-insecure farmers and women, (iii) improved capacity to mainstream to food security, and (iv) effective project implementation and management. The EFAP-AF covers 11 target provinces, Banteay Meanchey, Kampong Thom, Siem Reap, Kampong Cham, Tbong Khmum, Prey Veng, Svay Rieng, Takeo, Kampong Speu, Preah Vihear, and Otdar Meanchey. IPC Consultant (National Consultant, one position,17 Working Days- Intermittent) The Objective of the assignment is to update the Integrated Food Security Phase Classification (IPC) report, 2012 to produce IPC report, 2013 including collection of relevant information/data and their analysis as may be necessary. Qualifications and Experience Incumbent should hold a Masters Degree in agronomy or related fields and have 10 years of relevant experience. The candidate should have experience in working with food security related projects and should have worked for at least six years in the Greater Mekong region. Familiarity with the IPC related work in Cambodia will be viewed favorably. Duties and Responsibilities The consultant will work closely with the FSNDAT and IPC AG located in CARD to perform the following tasks: - Collect, evaluate and analyze relevant secondary data from 2013 to produce the updated IPC report; - Update IPC 2012 to produce IPC 2013 and identify phase for each provinces; - Present the results and findings to key policy makers/stakeholders for an open discussion and possible feedback for revision; The detailed TOR for the above consulting assignment is available at the Project Website at: efap.org.kh or FSN website at foodsecurity.gov.kh.
