The Council for Agricultural and Rural Development (CARD) was established 31 December 1998 by Royal Decree. It is chaired by the Deputy Prime Minister, His Excellency Dr. Yim Chhay Ly. CARD is the focal point for assistance to the Cambodian Government for the development of the agricultural and rural development sectors. The ministries of Agriculture, Forestry and Fisheries; Rural Development; Water Resources and Meteorology and other concerned institutions work in close collaboration to ensure that cost-effective results are achieved in the implementation of programmes and activities. Following the First National Seminar on Food Security and Nutrition held in April 1999, the Government made CARD the coordinating body for food security and nutrition activities in Cambodia and responsible for working with relevant ministries, local authorities, and international and local organisations to implement the recommendations of the National Seminar encapsulated in Circular 05 dated 26 May 1999.
The Scaling Up Nutrition (SUN) Movement is a global movement to end malnutrition in all its forms. Launched in 2010, it currently has 61 member countries and is supported by the SUN Movement Secretariat (SMS) based in Geneva headed by the SUN Coordinator, Ms. Gerda Verburg. Cambodia joined the SUN Movement in 2014. In Cambodia, SUN is led by the SUN Government Focal Point, His Excellency Dr. Sok Silo, Secretary General to the Council for Agricultural and Rural Development (CARD). Currently, there are three SUN Networks supporting the government in its efforts to scale up nutrition:
SUN Donor Network. USAID was the convener of the network until December 2018 when the German Embassy took over with technical support from GIZ, or the MUSEFO Project in particular.
SUN Civil Society Alliance (CSA). Helen Keller International (HKI) is the network convener with 42 local and international civil society organisation members. A mapping of civil society organisations actively involved in food security and nutrition has been completed.
SUN UN Network. A UN Network is in place and chaired by the FAO.
A fourth network, the SUN Business Network, is currently being established. The World Food Programme (WFP) is taking a lead role in setting up the new network.
Technical Working Group Food Security & Nutrition
Technical Working Groups (TWGs) were established by the Royal Government of Cambodia (RGC) in 2004 to serve as coordinating bodies and dialogue mechanisms. They bring together Government, development partners and civil society representatives to support the attainment of national development goals set out in the Rectangular Strategy, the National Strategic Development Plan and associated sector, thematic and reform programmes of the Government. Based on the 2015 TWG Performance Review, nineteen TWGs function across a range of sectoral, thematic and reform programmes.
The TWG on Food Security and Nutrition (TWG-FSN) was established in December 2004. It is chaired by the Deputy Prime Minister and Chairman of CARD, His Excellency Dr. Yim Chhay Ly and Co-Chaired by Mr. Benjamin Knödler from the German Embassy and the FAO Representative Mr. Alexandre Huynh.
The over-arching objective of the TWGs is to support Government efforts to: (a) implement sector plans and reforms; (b) mobilise and coordinate all resources; and (c) deliver development results in order to manage all resources to the attainment of priorities of national and sector strategies and plans. TWGs therefore play a supporting and facilitating role and are not intended to substitute for or to duplicate the functions of ministries and agencies.
